Chertoff tells it like it is, in his world.
Nope, it isn't at all like the 20th century, when you could do what you needed to do and get the warrant later. There just isn't enough time after the fact for that anymore!
Legal rules are there TO hinder law enforcement agencies in order to keep them from doing whatever the hell they want. There have to be laws to keep abuse of law enforcement from happening. The law is not above the law.
But I've saved the best Chertoff quote for last:
Department of Pre-Crime, anyone? If you were to eliminate all people who might be susceptible of becoming killers, you'd be elimininating a lot of people.
"We have to make sure our legal system allows us to do that. It's not like the 20th century, where you had time to get warrants."
