It May Offend

When I first saw news blurbs popping up here and there telling of how a girl's passport photo showed her bare shoulders, which was rejected because it might offend someone, I didn't click through to the stories. By the way the blurbs read, I figured it was a teenager, and who knew what she was wearing, so maybe it was offensive, and well ... I just didn't care anyway. Today I found out the "offensive" passport photo belongs to a 5 year old girl, which at least makes the story entertaining enough to read.
